House Majority PAC (HMP) is the principal super PAC aligned with Democratic leadership in the U.S. House of Representatives. Founded in 2011 in response to heavy Republican outside spending in the 2010 midterms, HMP focuses on independent expenditures to win and defend competitive House seats.
HMP works closely with the affiliated dark-money nonprofit House Majority Forward, which routed roughly $43 million to the PAC during the third quarter of the 2024 cycle alone. The PAC reserved $186 million in television and digital placements for the 2024 cycle. Its 2024 leadership included Mike Smith, a former senior adviser to House Democratic leadership.
Despite substantial spending, House Majority PAC was not able to flip the chamber in 2024; Republicans retained a narrow House majority. HMP remains the dominant Democratic outside-spending presence in House races and one of the largest super PACs by spending volume in every recent cycle.
