The NRA Political Victory Fund (NRA-PVF) is the political action committee of the National Rifle Association, founded in 1976 and historically one of the most influential single-issue political organizations in American politics. The NRA Victory Fund, registered separately, is the affiliated super PAC that has handled the NRA’s independent expenditures in recent cycles. The two entities are typically discussed together; the PAC contributes directly to candidates within federal limits, and the super PAC made unlimited independent expenditures particularly in the 2016 and 2020 cycles.
The NRA’s political operation experienced a marked decline during the 2024 cycle. The organization has been beset by financial mismanagement litigation (a New York jury found in February 2024 that the group had mismanaged donor funds), declining membership revenue, and competition from newer gun-rights groups. NRA Victory Fund — the super PAC — was essentially dormant in 2024, with the PVF (traditional PAC) handling most of the organization’s roughly $10 million in 2024 independent expenditures. By comparison, the NRA Victory Fund alone spent approximately $19.5 million in independent expenditures in 2020.
The NRA is included in this directory both for its historical importance and because the contrast between its 2020 and 2024 activity is itself instructive about the cyclical fortunes of single-issue super PACs.
